This new law shows how Oman’s views on mixed marriages are changing.
On Sunday, Sultan Haitham bin Tarik of Oman signed a royal decree that made major changes to the country’s rules about Omani citizens getting married to foreigners.
The Royal Decree No. 23/2023 cancels and replaces the Royal Decree No. 58/93 and any linked decisions that were made to put it into effect.

Even though the new rule doesn’t change Islamic Sharia law or public order, it does give a new way to record marriages between Omani citizens and people from other countries. Article 3 says that these marriages must be recorded according to the relevant laws and royal decrees, and foreign documents must be approved by both the officials in the foreign country and the Omani Foreign Ministry.
Also, Article (4) recognises all foreign records of marriages between Omanis and foreigners that have already been issued, as long as they are authenticated by the Omani Foreign Ministry and do not contradict Article (2), which says that Omanis may still be banned from marrying foreigners for some public jobs.
Article 5 of the new decree says that units of the state’s administrative apparatus and other public legal people must also follow its rules in their own areas of responsibility. Article 6 says that any old law that goes against the new order is now null and void.

This decree, which goes into effect as soon as it is published in the Official Gazette, shows how Oman’s views on mixed marriages have changed and shows that the country is committed to making sure that all marriages between Omani citizens and foreigners are properly recorded and verified.
