Simplifying company formation across Saudi Arabia
Company Formation & Registration in Saudi Arabia
A foreign-owned Saudi company starts with an investment licence, not a trade name. Get that sequence right and the rest follows predictably.
GCC business setup specialists
Saudi runs on a different sequence to the UAE
Founders who have set up in Dubai expect to start with a name and a licence. In Saudi Arabia, a foreign investor generally needs a Ministry of Investment licence first; Commercial Registration, Articles, Chamber membership and ZATCA registration follow from it.
- Investment licence handled before anything else
- Riyadh office, filing locally
- Saudization planned before you hire
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

The sequence
What a Saudi setup involves
Each step depends on the one before it, which is why the order matters more here than in some neighbouring markets.
| Stage | What it establishes |
|---|---|
| Investment licence (MISA) | Permission for foreign investment in your chosen activity. |
| Commercial Registration (CR) | The company’s registration with the Ministry of Commerce. |
| Articles of Association | The constitutional document, notarised. |
| Chamber of Commerce | Membership, generally needed for attestation and routine business. |
| National Address and premises | A registered address for the company. |
| ZATCA and GOSI | Tax or zakat registration, and social insurance registration as an employer. |
Saudi procedures, platforms and requirements are set by the relevant authorities and change. Your route is confirmed in writing before anything is filed.
How it works
From licence to trading
The parent-company documents drive the timeline, so they are started first.
Activity and licence type
We confirm your activity is open to foreign investment and which investment licence category fits, then quote with government fees separated from ours.
Parent documents and licence
Parent company documents attested and legalised, then the investment licence applied for. This is the step most affected by how fast documents move at home.
Registration and setup
Commercial Registration, Articles notarised, Chamber membership, National Address, bank account introduction, then ZATCA and GOSI registration so the company can operate and hire.
Before you start

- Power of attorney for the local representative

Questions
Saudi company formation — FAQs
Do I need a MISA licence?
A foreign investor generally needs an investment licence from the Ministry of Investment before the company can be registered. Whether your specific activity is open to foreign investment, and on what terms, is the first thing we check.
Can I own 100% of a Saudi company?
Many activities are open to full foreign ownership, but it is activity-dependent and some sectors carry conditions or require a Saudi partner. We confirm the position for your activity rather than generalising.
How long does it take?
Longer than a straightforward UAE setup, mainly because parent documents must be attested and legalised before the investment licence can be applied for. We give a realistic range once we know your country of origin.
Do my documents need to be in Arabic?
Corporate documents generally require certified Arabic translation, and the attestation chain must be completed before they are accepted. Starting that early is the single biggest lever on your timeline.
What is Saudization and does it affect me?
Saudi Arabia operates localisation requirements for employers, administered through the Ministry of Human Resources. They affect hiring from your first employees, so they belong in the plan at formation rather than afterwards.
