More than one licence
Business Licence Applications in Saudi Arabia
“The licence” in Saudi Arabia is usually several: an investment licence, a Commercial Registration, often a municipal licence and sometimes a sector permit.

Know which permission you are missing
Companies frequently hold a Commercial Registration and assume they are fully licensed, then find they cannot open premises without a municipal licence, or cannot operate without a sector regulator’s approval. They are separate permissions with separate processes.
- Every permission your activity needs, identified up front
- Sector approvals run alongside, not after
- Riyadh office, dealing with the authorities locally
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

The permissions
What you may need, and from whom
Which of these apply depends on your activity and whether you occupy premises.
| Permission | Granted by | Covers |
|---|---|---|
| Investment licence | Ministry of Investment | Foreign investment in the activity |
| Commercial Registration | Ministry of Commerce | The company’s existence and its activities |
| Municipal licence | The municipality | Operating from specific premises |
| Sector approval | The relevant regulator | Regulated fields such as health, education or finance |
| Chamber membership | Chamber of Commerce | Attestation and routine commercial dealings |
| Civil defence | Civil defence | Fire safety where premises are occupied |
Which permissions apply, and the platforms used to obtain them, are set by the authorities and change. Yours are confirmed before any application is filed.
How it works
Getting fully licensed
The aim is no permission discovered after you have signed a lease.
Map the permissions
We list every permission your activity and premises will need, who grants each, and what each will want — before you commit to anything.
Investment licence and CR
The investment licence secured, then Commercial Registration with the activities you actually intend to carry out.
Premises and sector permits
Municipal licence, civil defence where premises are occupied, and any sector approval, co-ordinated so they run in parallel.

Questions
Saudi business licensing — FAQs
Is Commercial Registration the same as a licence?
No. The CR registers the company and its activities. Operating from premises generally also needs a municipal licence, and regulated fields need their sector regulator’s approval as well.
Do I need an investment licence as well as a CR?
A foreign investor generally needs the investment licence first; the CR is issued on the back of it. A wholly Saudi-owned company follows a different route.
Which activities need sector approval?
Health, education, finance, food, transport and similar fields typically do. We check your specific activity rather than generalising, because the list is longer than most expect.
Can I add activities later?
Yes, by amending the Commercial Registration, and in some cases the investment licence too. It may trigger new permissions, so the knock-on effects are checked first.
Do I need premises before licensing?
For the municipal licence, yes — it attaches to the premises. The CR and investment licence come earlier in the sequence.
