What it actually costs
Company Formation Fees & Costs in Saudi Arabia
Saudi costs are driven by your licence category, your capital and your people. The first year carries more than the registration fees suggest.
GCC business setup specialists
Count the second year, not just the first
Saudi setups carry recurring obligations that a UAE comparison often misses: licence and registration renewals, GOSI contributions once you hire, localisation commitments, and the cost of attesting documents abroad before you even begin.
- Government fees and our fees always separated
- First-year running costs set out, not just setup
- Written quote before anything is filed
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

What moves the number
Six things that decide your Saudi cost
Two companies in the same sector can differ substantially for these reasons.
| Driver | Why it changes the price |
|---|---|
| Licence category | Investment licence categories carry different requirements, and some demand more of the parent. |
| Capital | Requirements vary by activity and category, and capital is committed rather than spent. |
| Attestation abroad | Legalising parent documents is incurred in your home country and varies widely by jurisdiction. |
| Headcount and localisation | Employees bring GOSI, iqama costs and localisation obligations — usually the largest recurring item. |
| Premises | A registered address differs from an office, and the municipal licence attaches to real premises. |
| Sector approvals | Regulated activities carry their own application costs and timetables. |
Government fees and contribution rates are set by the authorities and change without notice. We quote the current figures for your activity in writing before anything is filed.
How we quote
From enquiry to a written quote
No number before the activity and licence category are understood.
Understand the plan
Activity, parent company, headcount, premises and timeline. That determines the licence category, which drives most of the cost.
Price it properly
Priced against the current schedules, with the approvals your activity triggers added and our service fee set. Government charges and our fee listed separately.
Quote, then file
You get it in writing and nothing is filed until you accept. If an authority changes a fee between quote and filing, you hear about it before we proceed.

Questions worth asking anyone quoting Saudi
Saudi quotes vary more than UAE ones, usually because of what is omitted.
- Are government fees separated from the service fee?
- Which investment licence category is assumed?
- Is attestation of parent documents included or excluded?
- Is certified Arabic translation included?
- What capital is assumed, and is it committed or spent?
- Are iqama and visa costs included, and for how many people?
- Is GOSI registration and contribution explained?
- Does the quote cover the municipal licence?
- Are sector approvals included for my activity?
- What does renewal cost in year two?
- Is ZATCA registration included?
- What is refundable if the investment licence is refused?

Questions
Saudi setup costs — FAQs
Why is Saudi more expensive than the UAE?
It is not always, but the cost profile is different: more of it sits in attestation, translation, capital commitment and employment obligations, and less in the licence itself. A first-year comparison is more useful than a setup-fee comparison.
Is the capital spent or just committed?
Capital is contributed to the company rather than paid away as a fee — it remains the company’s. Requirements vary by activity and licence category, and we confirm what applies before you transfer anything.
What are the recurring costs?
Licence and registration renewals, employment-related contributions once you hire, premises, and accounting and tax filing. We set out the first-year running cost alongside the setup quote.
Does attestation cost much?
It varies enormously by country and is incurred at home rather than here. We tell you the chain so you can get local quotes before committing.
Can the price change after I accept?
Our service fee is fixed once agreed. Government fees are set by the authorities and can change; if that happens before filing, you are told rather than invoiced afterwards.
