Company Setup Timeline & Process in Saudi Arabia

What actually takes the time

Company Setup Timeline & Process in Saudi Arabia

Saudi filings are not slow. The document chain that has to happen in your home country before them usually is.

GCC business setup specialists

The clock starts abroad

Investors benchmark Saudi against a UAE free zone and are surprised. The difference is rarely the Saudi authorities — it is that a foreign-invested company needs an attested, legalised, translated parent file before the investment licence can even be applied for.

  • Realistic dates, not best-case ones
  • Attestation started on day one
  • You hear immediately when something slips

Stage by stage

Where the time goes

Durations depend on your country, activity and category, so these are described rather than promised.

StageWhat has to happenWhat makes it slow
Eligibility and categoryConfirm the activity is open and pick the licence categoryIndecision, or an activity that is not open
Parent documentsAttest, legalise and translate the parent fileStarting late; a country with a long chain
Investment licenceApplication to the Ministry of InvestmentIncomplete parent file; queries on the category
Name and CRReserve the name, issue Commercial RegistrationName refusals where no alternatives were prepared
Articles and ChamberNotarise the Articles, join the ChamberShareholding decisions left unresolved
Premises and operationsMunicipal licence, bank, ZATCA, GOSIBank onboarding, on the bank’s own timetable

Timelines depend on your country of origin, activity, licence category and the bodies involved. We give a realistic range at quote stage and flag slippage promptly.

How we run it

Three stages, overlapped

Almost everything that can run in parallel, does.

01

Decide and quote

Activity eligibility, licence category, structure and headcount settled, with a written quote. The attestation chain is explained here so it starts the same day.

02

Prepare in parallel

Parent documents attested abroad while name options, activity mapping and approval files are prepared here.

03

File and operate

Investment licence, Commercial Registration, Articles notarised, Chamber, National Address, bank introduction, ZATCA and GOSI.

To keep it fast

What compresses the timeline

Most of the levers are yours rather than ours.

Talk it through →

  • Start attestation the day it is explained
  • Give three name options, not one
  • Be specific about activities from the outset
  • Confirm the shareholding split early
  • Decide the appointed manager early
  • Have parent audited accounts ready if the category needs them
  • Check passport spellings match across documents
  • Arrange a power of attorney in advance
  • Respond to document queries the same day
  • Prepare bank onboarding information early
  • Plan headcount against localisation from the start
  • Tell us about any previous refusal, anywhere

Questions

Saudi formation timeline — FAQs

Can you guarantee a date?

No. We give a realistic range, say which stages are outside anyone’s control, and flag slippage immediately rather than at the end.

What is the biggest cause of delay?

Attestation started late. It happens in your country, on someone else’s timetable, and no amount of effort in Riyadh compensates.

Is Saudi slower than the UAE?

Usually, for a foreign investor, because of the parent document chain and the investment licence step. Once those are done, the Saudi filings themselves move reasonably.

When can I open a bank account?

After registration. Bank onboarding runs on the bank’s timetable and depends on your structure and documentation, so it is the least predictable stage.

When can I hire?

Once employer registrations are complete and visa allocation is in place, which depends on your localisation standing as well as the company being registered.
