Selling online, licensed properly
E-commerce Company Setup in Saudi Arabia
Saudi e-commerce is specifically regulated, with obligations about how you identify yourself to customers and handle their data and orders.

Regulated, not just licensed
Saudi Arabia has an e-commerce framework with real obligations around merchant identification, consumer disclosures and handling of orders and data. A trading licence alone does not discharge them.
- Registration and disclosure obligations covered
- Store set up to meet the requirements
- Payment readiness considered from the start

Match the model
Which setup fits how you sell
The right structure depends on stock location and customers.
| How you sell | Typical fit | What to watch |
|---|---|---|
| Own store, stock in Saudi Arabia | Trading activities plus storage | Conformity on imported goods |
| Own store, no stock held | E-commerce activities | Payment onboarding requirements |
| Marketplace selling | Activities the marketplace accepts | Each platform sets its own seller rules |
| Social selling | E-commerce registration and disclosures | Advertising and endorsement rules |
| Digital products | Professional or e-commerce activities | VAT treatment differs from goods |
| Cross-border sales in | Depends on the model | Customs, conformity and consumer obligations |
E-commerce obligations, platform requirements and payment onboarding rules are set by the authorities and the providers, and change. Both are checked before the structure is fixed.

Questions
Saudi e-commerce setup — FAQs
Do I need a licence to sell online in Saudi Arabia?
If you are selling, yes, and e-commerce carries its own obligations beyond the registration. Informal selling works until a platform or payment provider asks.
What does the e-commerce framework require?
Broadly, that you identify yourself properly to customers, make required disclosures, and handle orders and data as prescribed. We set out what applies to your model.
Will I get a payment provider?
Providers run their own onboarding. A registration with the right activities, a compliant store and a corporate account materially improve the odds.
Does Arabic content matter?
For consumer-facing selling, generally yes. It affects both compliance and conversion, so it belongs in the build rather than being retrofitted.
Does VAT apply to online sales?
It depends on what you sell, to whom and where, and digital services can be treated differently from goods. It is assessed rather than assumed.
