Manufacturing & Industrial Licensing in Saudi Arabia

Site, licence, approvals

Manufacturing & Industrial Licensing in Saudi Arabia

Saudi industrial projects are actively encouraged, and correspondingly scrutinised. The site and the process define the application.

GCC business setup specialists

An industrial setup is a site project

You cannot licence first and find premises later. Approvals attach to the site, inspections happen on it, and industrial cities have their own allocation processes — so the sequence is the reverse of a service business.

  • Site requirements defined before you commit
  • Industrial city options compared
  • Approvals sequenced against fit-out

What it needs

The approvals that attach to the site

Which apply depends on your process, materials and location.

RequirementWhat it covers
Industrial licenceThe manufacturing activity, licensed to the site.
Site allocationA plot or unit in an industrial city, or suitable zoned premises.
Environmental approvalEmissions, effluent and waste where the process generates them.
Civil defenceFire detection, suppression and escape for the process and materials.
Municipal approvalsFit-out, layout and premises compliance.
UtilitiesPower load, water and connections sized for the process.

Industrial requirements vary by location and process and are assessed site by site. Yours are confirmed before you commit to a site.

How it works

Sequencing an industrial setup

Site commitment comes after the specification, not before.

01

Define the process

What is made, from what inputs, with what equipment, producing what waste and needing what power. That defines the site specification and the approvals.

02

Find a site that qualifies

Industrial cities and zoned premises compared against that specification, including allocation processes and utility availability.

03

Approvals, fit-out, licence

Approval files opened alongside fit-out, inspections co-ordinated, industrial licence issued and employer registrations completed.

Questions

Saudi industrial licensing — FAQs

Can I get the licence first and find a site later?

No. Industrial approvals attach to the site and are assessed on it, so the licence cannot complete without premises suited to the process.

What are industrial cities?

Designated areas with infrastructure and utilities sized for manufacturing, with their own allocation processes. For many processes they are the practical option.

How long does it take?

Materially longer than a service company, because approvals and inspections follow fit-out and run on the approving bodies’ timetables.

Does localisation apply?

Yes, as for other employers, and workforce planning for an industrial operation is worth doing alongside the site decision.

Do I need environmental approval?

It depends on the process, emissions and waste. Light assembly often does not; anything involving chemicals, coatings or significant waste generally does.
