Real Estate Business Licensing in Saudi Arabia
Saudi real estate brokerage is a regulated activity. Registration with the sector regulator sits alongside the commercial registration.

Two registrations, not one
The Commercial Registration lets the company exist. Brokering requires registration with the real estate regulator, and brokers themselves are subject to requirements. Budgeting only for the first is a common and costly oversight.

Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

What is involved
Licensing a property business
Which apply depends on whether you broker, manage, value or develop.
| Requirement | What it covers |
|---|---|
| Commercial Registration | The real estate activity itself. |
| Regulator registration | Registration of the company with the real estate regulator. |
| Broker requirements | Individual brokers subject to registration and eligibility requirements. |
| Premises | An office appropriate to the activity, with the lease registered. |
| Contract platforms | Lease and transaction documentation processed through official platforms. |
| Client funds | Where client money is handled, separate arrangements and controls apply. |
Real estate regulation, broker requirements and platform obligations are set by the Saudi authorities and change. Yours are confirmed before any application.
How it works
Licensing and registration
Regulator steps follow registration but are planned from the start.
Activity and requirements
Brokerage, management, valuation or development — and what the regulator requires for each. That sets the full requirement list.
Registration
Investment licence where applicable, Commercial Registration with the correct activities, Articles, Chamber membership and premises.
Regulator and brokers
Company registered with the real estate regulator and individual broker requirements completed so the business can transact.

Questions
Saudi real estate licensing — FAQs
Is a Commercial Registration enough to broker?
No. The company also registers with the real estate regulator, and individual brokers are subject to their own requirements. Both are needed before transacting.
Can foreign investors enter Saudi real estate services?
Real estate activities carry specific treatment for foreign investment, and the position differs between brokerage, management and development. We check your activity before you commit.
Do brokers need qualifications?
Brokers are subject to eligibility and registration requirements, which have a lead time. They are planned alongside the licence rather than after.
Are contracts processed on official platforms?
Lease and transaction documentation is generally handled through official platforms. We explain what that means for your operating process.
Can I hold client money?
Where client funds are involved, separate arrangements and controls apply. It is confirmed before you take deposits, not after.
