Hiring with MPF from day one
Employee Hiring & Work Authorisation in Hong Kong
Hong Kong hiring is light on bureaucracy but strict on two things: MPF enrolment and employer tax returns.
GCC business setup specialists
Few forms, firm obligations
There is no work permit quota system and no localisation requirement. What does apply from the first employee is mandatory provident fund enrolment, a written employment framework and annual employer returns to the Inland Revenue Department.
- MPF enrolment handled from the first hire
- Employment terms aligned to the Employment Ordinance
- Visa sponsorship assessed where staff are overseas
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

Employer obligations
What hiring in Hong Kong involves
These attach to the company from the first employee.
| Obligation | What it means |
|---|---|
| Employment contract | Terms consistent with the Employment Ordinance. |
| MPF enrolment | Mandatory provident fund enrolment and contributions. |
| Employer’s return | Annual reporting of employee remuneration to the IRD. |
| Statutory entitlements | Rest days, leave, sickness and termination provisions. |
| Employees’ compensation insurance | Required cover for employees. |
| Visa sponsorship | Where the employee is not free to work in Hong Kong. |
Employment and MPF obligations are set by Hong Kong law and change. What applies to your company is confirmed before you hire.

Questions
Hiring in Hong Kong — FAQs
Is there a work permit quota?
No. Hong Kong does not operate a localisation quota of the kind used in the Gulf. Visa applications are assessed individually.
What is MPF?
The mandatory provident fund. Employers must enrol eligible employees and make contributions, and it applies from the first hire.
Do I need employees’ compensation insurance?
Yes. Cover for employees is required, and operating without it is a serious matter.
Do contracts need to be in writing?
Written terms are strongly advisable and expected in practice, and they are what resolve disputes.
Can I hire someone already in Hong Kong?
If they have the right to work, yes, and it is far simpler than sponsoring from overseas.
