Online, but still regulated
E-commerce & Online Business Setup in Mauritius
Mauritius has no single e-commerce licence. It does have data protection registration and tax obligations that catch people out.

Data protection is the live obligation
Most online businesses do not need a specific trading licence, but any business processing personal data must register with the Data Protection Commissioner and comply with the Data Protection Act. Payment processing, if you handle funds rather than use a licensed provider, is a separate regulated matter entirely.
- Data protection registration handled, not overlooked
- Payment processing boundary explained before you build
- VAT position on cross-border supplies assessed
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

What applies
Obligations for an online business
Fewer licences, but real compliance.
| Area | Position in Mauritius |
|---|---|
| Trading licence | No specific e-commerce licence for most models. |
| Data protection | Registration with the Data Protection Commissioner. |
| Electronic transactions | Governed by the Electronic Transactions Act. |
| Payment handling | Regulated if you hold or transmit funds. |
| VAT | Registration once the threshold is crossed. |
| Imported goods | Customs duties and clearance apply. |
Data protection, electronic transactions and payment services rules change. Your model is checked against current requirements before launch. A Global Business Company must be administered by a management company licensed by the Financial Services Commission, and an Authorised Company must have a licensed registered agent. That is a statutory requirement in Mauritius. We co-ordinate your engagement with a licensed Mauritian management company and manage the process end to end; the regulated filings are made by them.

Questions
Mauritius e-commerce setup — FAQs
Do I need an e-commerce licence in Mauritius?
Generally no specific licence for straightforward online selling, but data protection registration and tax obligations apply, and some activities are regulated.
What is the data protection obligation?
Businesses processing personal data must register with the Data Protection Commissioner and comply with the Data Protection Act. It is commonly overlooked.
Can I process payments myself?
Not without authorisation. Holding or transmitting customer funds is a regulated activity. Most businesses use a licensed provider instead.
Does VAT apply to foreign customers?
It depends on what you supply and where. The treatment of cross-border digital supplies needs assessing for your specific model.
Can I run this from outside Mauritius?
Possibly, but that raises the regime question. Where management sits affects tax residence, substance and the regime that suits you.
