Work Permits & Residence in Cyprus
EU nationals move freely. For everyone else, employment runs through a specific company-level regime.

The company qualifies before the person does
For third-country nationals the route is not an individual work permit in the usual sense: the employing company must first be approved under the regime for companies of foreign interests, meeting criteria on foreign ownership, investment into Cyprus and physical premises. Only then can it employ third-country staff, subject to minimum salary levels and limits on the proportion of foreign to local employees. Planning a team before the company qualifies is the common error.
- Company-level eligibility assessed before any hiring plan
- Salary thresholds and staff ratios modelled honestly
- Residence routes for owners explained alongside

Routes into Cyprus for work and residence
Nationality determines which applies.
| Route | Who it is for | Gating requirement |
|---|---|---|
| Free movement | EU and EEA nationals | Registration only |
| Foreign interest company employment | Third-country staff | The company must qualify first |
| Minimum salary thresholds | Third-country staff | Set by category |
| Staff ratio limits | The employer | Proportion of foreign to local staff |
| Digital nomad route | Remote workers for foreign employers | Income conditions |
| Residence by investment | Investors | Property or investment thresholds |
Eligibility criteria for companies of foreign interests, salary thresholds, staff ratios and residence routes are set by the authorities and change, and the former citizenship-by-investment scheme was terminated. Yours are confirmed before any application. Cyprus is a European Union member state, so EU directives, the single market and free movement rules all apply.
How it works
From company approval to permits
Qualify the company, then hire.
Qualify the company
Foreign ownership, investment into Cyprus and suitable premises evidenced so the company is approved to employ third-country nationals.
Plan the team
Roles mapped against salary thresholds and the permitted ratio of foreign to local staff, so the plan is actually deliverable.
Apply and maintain
Permits and residence applications made, and the company’s continued eligibility maintained so permits can be renewed.

Questions
Cyprus immigration — FAQs
Can I employ staff from outside the EU?
Only once the company qualifies under the regime for companies of foreign interests, which has criteria on ownership, investment and premises. The company qualifies before the person does.
What are the salary thresholds?
Minimum gross salary levels by category, set by the authorities and revised. We confirm current figures before you make any offer.
Is there a limit on foreign staff?
Yes, a permitted proportion relative to local employees. It constrains how quickly a team can be built entirely from third-country hires.
Do EU nationals need permits?
No. Free movement applies, with registration formalities only.
Is there still citizenship by investment?
No. That scheme was terminated. Residence routes based on investment remain, and we set out the current conditions rather than historical ones.
