Seasonality is the business model
Hotel, Restaurant & Tourism Setup in Cyprus
Cypriot tourism is strongly seasonal, and that shapes staffing, cash flow and the licences you need.

The licence is the easy part; the season is not
Tourism licensing and classification through the tourism ministry, a district alcohol licence and food hygiene approval are all navigable. The harder problem is commercial: demand concentrates heavily into part of the year, which means seasonal staffing, cash flow that has to carry the quiet months, and permit and lease commitments that run all year regardless. Business plans built on peak-season trading rates do not survive the winter.
- Licensing and classification handled through the right bodies
- Seasonal staffing and cash flow modelled realistically
- District permits and food approvals sequenced with the fit-out

What you need
Approvals for a Cypriot hospitality business
Tourism, district and health approvals.
| Requirement | Authority | Note |
|---|---|---|
| Tourism licence and classification | Tourism ministry | For hotels and tourism establishments |
| Restaurant licence | Tourism ministry or district | By establishment type |
| Alcohol licence | District administration | Separate application |
| Food hygiene approval | Health services | Premises and handlers |
| Planning permission | Planning authority | Use of the site |
| Fire safety approval | Fire service | Public premises |
Tourism licensing and classification criteria, district permit requirements and food hygiene standards are set by the authorities and change. Yours are checked for the specific concept and site. Cyprus is a European Union member state, so EU directives, the single market and the customs union all apply.

Questions
Cyprus hospitality setup — FAQs
How seasonal is Cypriot tourism really?
Strongly. Demand concentrates into part of the year, and the annual cost base — leases, permits, permanent staff — runs regardless. It is the main reason plans fail here.
What is tourism classification?
The standard your establishment is assessed against and licensed to, which determines the facilities you must provide. Classifying the concept correctly at the outset avoids redesign.
Is the alcohol licence separate?
Yes, applied for through the district administration with its own requirements and conditions.
Can I close for the off-season?
Many establishments do, and it can be the right answer. It needs planning around permits, leases and staff retention.
Can I bring in seasonal staff from outside the EU?
That runs through the permit system with its own criteria, and seasonal recruitment needs lead time. We address it in the staffing plan.
