Business Licence Applications in Oman

Your Commercial Registration lists your activities. Operating from premises and in regulated fields needs further permissions.

Three permissions, often confused for one

Companies hold a Commercial Registration and assume they are fully licensed, then find they cannot open premises without a municipal licence or operate without a sector approval. They are separate permissions with separate processes.

  • Every permission your activity needs, identified up front
  • Sector approvals run alongside, not after
  • Direct with the Omani authorities

What you may need, and from whom

Which apply depends on your activity and premises.

How it works

Getting fully licensed

No permission should be discovered after you sign a lease.

01

Map the permissions

Every permission your activity and premises will need, who grants each, and what each wants — before you commit.

02

Register

Commercial Registration with the activities you actually intend to carry out, plus Chamber membership.

03

Premises and sector permits

Municipal licence, civil defence where premises are occupied, and any sector approval, run in parallel.

Before you apply

What the authorities ask for

Premises-related permissions need the lease settled first.

Questions

Oman business licensing — FAQs

Is Commercial Registration enough to operate?

It registers the company and its activities. Operating from premises generally also needs a municipal licence, and regulated fields need sector approval.

Which activities need sector approval?

Health, education, tourism, food, transport and similar fields typically do. We check your specific activity rather than generalising.

Can I add activities later?

Yes, by amending the Commercial Registration. It may trigger new permissions, so the effects are checked first.

Do I need premises before licensing?

For the municipal licence, yes, since it attaches to the premises. The Commercial Registration comes earlier.

How long does licensing take?

Oman is comparatively quick where no sector approval is involved. Regulated activities run on the approving body’s timetable.
