No VAT, but not nothing
Excise & Indirect Tax in Qatar
Qatar has not implemented VAT. Excise tax and customs duty do apply, and the VAT question remains open.

The honest position on VAT
Several GCC states have implemented VAT; Qatar has not. Excise tax applies to selected goods, and customs duty applies on importation. Planning as though VAT will never arrive would be unwise, so we build systems that could accommodate it rather than ones that would need rebuilding.
- Current position stated accurately, not guessed
- Excise and customs obligations identified
- Systems built so a future VAT would not break them

What applies
Indirect tax in Qatar today
Excise and customs, not VAT.
| Tax | Position |
|---|---|
| VAT | Not in force in Qatar at present. |
| Excise tax | Applies to selected goods such as tobacco and certain drinks. |
| Customs duty | Applies on importation under the GCC tariff. |
| Withholding tax | Applies to certain payments abroad. |
| Municipal and other charges | Apply to certain activities. |
| Future VAT | Under consideration regionally; not implemented here. |
Indirect tax policy in the GCC changes, and VAT implementation in Qatar has been discussed for several years. We confirm the position in force when you engage rather than relying on an older assumption.

Questions
Qatar indirect tax — FAQs
Does Qatar have VAT?
Not at present. Several other GCC states have implemented it and Qatar has not, though the position has been under discussion for years.
Should I prepare for VAT anyway?
Building systems that could accommodate it is sensible and costs little at setup. Rebuilding later costs considerably more.
What is excise tax?
A tax on selected goods such as tobacco products and certain drinks. If you deal in those, registration and returns apply.
How is customs duty charged?
Under the GCC common tariff on importation, with classification determining the rate. We provide classification guidance.
Is withholding tax an indirect tax?
It is a separate obligation on certain payments to non-residents, and it is frequently overlooked on service and royalty payments abroad.
