VAT and e-invoicing
VAT & Indirect Tax Compliance in Saudi Arabia
Saudi VAT sits on top of a mandated e-invoicing regime. The invoice is where compliance is won or lost, long before the return.

E-invoicing changed what VAT compliance means
Because invoices are reported electronically, discrepancies between what was invoiced and what was returned are visible rather than theoretical. Getting the invoice format and categorisation right at the start is now the whole game.
- Registration assessed, not applied for by reflex
- E-invoicing compliance checked, not assumed
- Returns reconciled to reported invoice data
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

What applies
Indirect tax obligations
Which apply depends on your supplies, turnover and goods.
| Obligation | Who it affects | What we do |
|---|---|---|
| VAT registration | Businesses meeting the registration conditions | Assess the position and handle the application |
| VAT returns | Registered businesses, each period | Prepare and file from reconciled records |
| E-invoicing | Businesses within the mandated phases | Confirm your solution and process meet the requirements |
| Input tax recovery | Registered businesses | Ensure claims are supported and correctly categorised |
| Zero-rated and exempt supplies | Exporters and certain sectors | Document the basis rather than assuming treatment |
| Excise tax | Businesses dealing in excisable goods | Assess and register where it applies |
Registration conditions, rates, treatment and e-invoicing phases are set by ZATCA and change. Your position is assessed against current rules before filing.
How it works
Getting indirect tax right
The setup work is what prevents a difficult review later.
Assess
What you supply, to whom and where, and whether that puts you above the registration conditions. Confirmed in writing before anything is submitted.
Register and comply
Registration where it applies, then invoice format, categories and e-invoicing process checked against the requirements rather than assumed compliant.
File and reconcile
Returns prepared each period and reconciled to the invoice data already reported, with supporting records retained.

Questions
Saudi VAT — FAQs
Do I have to register for VAT?
Only if you meet the registration conditions, which turn on turnover and the nature of your supplies. We assess rather than registering you by default.
What is e-invoicing in Saudi Arabia?
A mandated electronic invoicing regime introduced in phases, under which invoices are generated and reported in a prescribed form. If it applies to you, compliance is not optional and the data is visible to the authority.
Will my existing software comply?
Not automatically. Generic invoicing software frequently falls short of the requirements. We check before it is relied on rather than after a year of non-compliant invoices.
Are exports zero-rated?
Often, where the conditions are met and documented. Applying the treatment on assumption, without evidence, is a common and expensive error.
What if I registered late?
Penalties apply and accumulate. The position is usually recoverable and is better addressed immediately.
