Manufacturing & Industrial Licensing in UAE

Premises first, licence second

Manufacturing & Industrial Licensing in UAE

Industrial setups run on premises and approvals. The licence is straightforward once the site is right; it is impossible until then.

GCC business setup specialists

An industrial setup is a site project

Unlike a consultancy, you cannot licence first and find space later. The approvals attach to the premises, the premises must suit the process, and the inspections happen on site — so the order of work is the opposite of a service business.

  • Site requirements defined before you lease
  • Approvals sequenced against fit-out
  • Direct with the industrial authorities

What an industrial setup needs

The approvals that attach to the site

Which apply depends on your process, your materials and where you locate.

RequirementWhat it covers
Industrial licenceThe manufacturing or processing activity itself, licensed to the site.
Suitable premisesA unit zoned and specified for your process, not simply available space.
Civil defenceFire detection, suppression and escape, assessed against the process and materials.
Environmental approvalEmissions, effluent and waste handling where the process generates them.
Municipality approvalFit-out, layout and compliance of the premises.
Equipment and powerMachinery specifications, power load and utility connections to the unit.

Industrial requirements vary significantly by emirate, zone and process, and are assessed site by site. Yours are confirmed before you commit to a lease.

How it works

Sequencing an industrial setup

Lease last among the early decisions, not first.

01

Define the process

What is made, from what inputs, with what equipment, producing what waste and needing what power. That defines the site specification and the approvals.

02

Find a site that qualifies

Zones and units compared against that specification, so you do not sign for space that cannot be approved for your process.

03

Approvals, fit-out, licence

Approval files opened alongside fit-out, inspections co-ordinated, then the industrial licence issued and the immigration file opened.

Site and process

What the authorities will assess

Industrial files are the most document-heavy of any setup.

  • Fire safety design and civil defence submissions

Questions

UAE industrial licensing — FAQs

Can I get the licence first and find premises later?

No. Industrial approvals attach to the site and are assessed on it, so the licence cannot be completed without premises that suit the process.

How long does an industrial setup take?

Materially longer than a service company, because approvals and inspections follow fit-out and run on the approving bodies’ timetables. We give a realistic range once the process is defined.

Free zone or mainland for manufacturing?

Industrial zones often suit manufacturing, with infrastructure and utilities sized for it. Mainland may suit where you sell directly into the local market. The process and the customers decide it.

What usually causes delay?

Signing a lease before confirming the unit can be approved for the process. Remedying that means either expensive modifications or moving, both of which cost more than the checks would have.

Do I need environmental approval?

It depends on the process, its emissions, effluent and waste. Many light assembly operations do not; anything involving chemicals, coatings or significant waste generally does.
