Real Estate Business Licensing in UAE

Brokerage and property management are regulated activities. Beyond the trade licence, the company and its individual brokers are registered with the property regulator.

GCC business setup specialists

Two registrations, not one

The trade licence lets the company exist. The regulator registration lets it broker, and individual brokers need their own cards. People who budget only for the first discover the second when they try to list a property.

  • Company and broker registration handled together
  • Training and card requirements set out up front
  • Direct with the licensing authority and the regulator

What is involved

Licensing a property business

Which apply depends on whether you broker, manage, develop or advise.

RequirementWhat it covers
Trade licenceThe real estate activity itself — brokerage, management, valuation or advisory.
Regulator registrationRegistration of the company with the property regulator in that emirate.
Broker registrationEach individual broker registered, usually after required training and testing.
PremisesAn office appropriate to the activity, with the tenancy filed.
Trust and escrow arrangementsWhere client money is handled, separate arrangements and controls apply.
Advertising complianceListing and advertising property is itself regulated, with permit requirements.

Real estate regulation differs by emirate and changes. Requirements for your specific activity and emirate are confirmed before any application.

How it works

Licensing and registration

The regulator steps run after the licence but should be planned from the start.

01

Activity and emirate

Brokerage, property management, valuation or advisory — and which emirate, since the regulator and its requirements differ. That sets the full requirement list.

02

Trade licence

Trade name, approval, memorandum and licence issue with the correct real estate activities, plus premises registered so the tenancy can be filed.

03

Regulator and broker cards

Company registered with the property regulator, and individual brokers put through the required training and registration so they can legally transact.

Company and brokers

What the regulator will want

The individual requirements are as important as the company ones.

Questions

UAE real estate licensing — FAQs

Is a trade licence enough to broker property?

No. The company also registers with the property regulator in that emirate, and individual brokers need their own registration. All three are needed before you can legally transact.

Do brokers need training?

Generally yes — required training and in most cases an examination before a broker card is issued. It has a lead time, so it is planned alongside the licence rather than after it.

Does it differ between emirates?

Significantly. Each emirate has its own property regulator with its own requirements, and a registration in one does not carry across to another.

Can I hold client money?

Where client funds are involved there are separate arrangements and controls, and they are taken seriously. It is confirmed before you start taking deposits, not after.

Are there rules about advertising listings?

Yes. Advertising property is regulated, generally requiring permits tied to the listing. Non-compliant advertising is one of the more commonly penalised issues in the sector.
