Hiring with localisation in mind
Employee Hiring & Saudization Compliance in Saudi Arabia
Saudization is not an afterthought to hiring in the Kingdom — it shapes who you can hire, and what the company can obtain.

Localisation is the hiring plan
Employers are classified under the localisation programme, and that classification affects visa allocation and government services. Companies that plan their Saudi and non-Saudi mix from the first hire avoid being constrained later.
- Workforce mix planned against your classification
- Contracts registered on the required platforms
- GOSI handled from the first employee
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

Employer obligations
What hiring in Saudi Arabia involves
These attach to the company from the first employee.
| Obligation | What it means |
|---|---|
| Employer registration | Registration with the labour and social insurance authorities before sponsoring anyone. |
| Saudization | Localisation requirements by sector and size, affecting classification and what you can obtain. |
| Employment contracts | Contracts in the required form, registered on the relevant platform. |
| GOSI | Social insurance registration and contributions for employees. |
| Wage protection | Salaries paid and evidenced through the required channel. |
| End-of-service | Entitlement accruing through employment, payable when it ends. |
Labour rules, localisation targets and platforms are set by the Saudi authorities and change. What applies to your company and sector is confirmed before you hire.

Questions
Saudi hiring and Saudization — FAQs
What is Saudization?
A localisation programme requiring employers to maintain a proportion of Saudi nationals in their workforce, with targets that differ by sector and company size. Your classification affects visa allocation and access to government services.
Does it apply from the first employee?
Employer obligations generally begin as soon as you register and hire, so it belongs in the plan at formation rather than when you reach a particular headcount.
What is GOSI?
The social insurance scheme. Employers register and contribute for employees, with contribution treatment differing between Saudi nationals and expatriates.
Do contracts need registering?
Employment contracts are generally processed through the government platforms rather than existing only between the parties. We handle that as part of onboarding.
What happens if I fall below my target?
Classification can drop, which in practice restricts visa allocation and some government services. It is recoverable but disruptive, so it is monitored rather than discovered.
