Selecting Your Business Activities in Saudi Arabia

Eligibility decides everything

Selecting Your Business Activities in Saudi Arabia

In Saudi Arabia the activity decides whether you can invest at all, not merely which licence you get.

GCC business setup specialists

Not every activity is open

Elsewhere in the Gulf the activity decides licence type and approvals. In Saudi Arabia it also decides eligibility: some activities are open to full foreign ownership, some carry conditions, and some are not open. That check comes before everything else.

  • Eligibility checked before you spend anything
  • Activities mapped to the licence and CR
  • Approval triggers flagged up front

What the choice decides

Why the activity matters more here

Each of these follows from the activity you select.

It decidesHow
EligibilityWhether foreign investment is permitted in that activity at all.
Licence categoryWhich investment licence category applies, and what the parent must show.
CapitalRequirements differ by activity and category.
Sector approvalsRegulated fields need their regulator’s sign-off.
LocalisationSaudization targets vary by sector and affect your workforce plan.
PremisesSome activities require specific premises and a municipal licence.

Activity classifications, eligibility and the approvals attached are set by the Saudi authorities and updated over time. Yours is checked against the current position before filing.

How it works

From what you do to what the licence says

An hour here can save an application that was never going to succeed.

01

Describe the business

What you sell, to whom, how it is delivered, and what you expect to add. We ask about the next two years deliberately.

02

Check eligibility and map

We confirm whether the activity is open to foreign investment, map it to the classification used, and flag every approval and obligation it triggers.

03

Confirm and file

You confirm the final list, we check it against the licence category, and it goes onto the application exactly as agreed.

To get this right

What we will ask you

Vague descriptions produce licences that do not fit the business.

Talk it through →

  • What exactly you sell, in plain words
  • Goods, services or both
  • Who your customers are and where
  • Whether you hold stock, and where
  • Whether anything is manufactured or processed
  • Whether you need customer-facing premises
  • Professional qualifications the field requires
  • Whether the field is regulated elsewhere
  • What you expect to add in two years
  • Whether you will import or export
  • Expected headcount and skill mix
  • Any activity refused to you previously

Questions

Choosing Saudi activities — FAQs

How do I know if my activity is open to foreign investment?

That is the first thing we check. Some activities are fully open, some carry conditions such as local participation, and some are not open. It is settled before you spend on attestation.

Can I register several activities?

Often yes, where they are compatible and covered by the licence category. We confirm the limits and compatibility before the list is fixed.

Does the activity affect Saudization?

Yes. Localisation targets vary by sector, so the activity influences your workforce obligations as well as your licence.

Can I add activities later?

Yes, by amending the Commercial Registration and sometimes the investment licence. It may trigger new approvals and change capital requirements.

What if my business does not fit a listed activity?

It usually maps to something, occasionally a combination. Where genuinely novel, the authority may need approaching directly, and we will say so before you commit.
