Payroll & HR Administration in Oman

A change is coming

Payroll & HR Administration in Oman

Omani payroll has no personal income tax today. Oman has announced one, and payroll systems should be ready.

GCC business setup specialists

The announced personal income tax matters now

Oman has legislated for a personal income tax on higher incomes — the first in the Gulf — with effect from a future date. No withholding applies yet, but employers building payroll systems today should build them so that adding withholding later is a configuration change rather than a rebuild. Meanwhile social insurance for Omani employees and end-of-service for expatriates are the live obligations.

  • Current obligations run correctly, month by month
  • Systems built so future withholding is a setting, not a rebuild
  • Omani and expatriate cost bases modelled separately

Questions

Oman payroll — FAQs

Is there personal income tax in Oman?

Not in force today. Oman has legislated for one on higher incomes from a future date, which makes it the first Gulf state to do so. We confirm the current position and keep you informed.

What should I do about it now?

Build payroll so that adding withholding later is a configuration change. Retrofitting a system mid-year is the avoidable cost.

Do expatriate employees pay social insurance?

The main contributory scheme applies to Omani employees, with occupational cover extending more broadly. End-of-service benefit is the principal expatriate entitlement.

Should end-of-service be accrued monthly?

Yes. It accrues with service whether or not you provide for it, and discovering it at a resignation is a cash-flow problem.

Can you take over payroll mid-year?

Yes. We need prior payroll and end-of-service records to carry forward correctly, and we reconcile before taking over.
