Three regimes, one decision
Company Formation & Registration in Qatar
Qatar has three genuinely separate regimes. They differ on law, tax, ownership and what you may do.
GCC business setup specialists
The regime decision comes first
Mainland Qatar is registered with the Ministry of Commerce and Industry under Qatari law. The Qatar Financial Centre is a separate jurisdiction with its own regulations and courts. The free zones are a third option again. Choosing between them is the decision that shapes everything afterwards, and it is hard to unwind.
- Regime chosen on what the business actually needs
- Ownership and approval position confirmed before you commit
- One adviser across registration, tax and immigration
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

Choose the regime
The three ways to establish in Qatar
They are separate systems, not variations of one.
| Regime | Governing framework | Typical use |
|---|---|---|
| Mainland | Qatari law, registered with the Ministry | Trading and contracting across Qatar |
| Qatar Financial Centre | Its own regulations and courts | Financial, professional and holding businesses |
| Free zone | Free Zones Authority framework | Logistics, manufacturing and technology |
| Science and technology park | Its own framework | Research and technology development |
| Branch of a foreign company | Ministry approval, often project-linked | Executing a specific contract |
| Representative office | Limited permitted activity | Marketing without trading |
Regimes, ownership rules, approvals and tax treatment are set by the authorities and change. Your activity and ownership are checked against current rules before any application.

Questions
Qatar company formation — FAQs
Can a foreigner own 100% of a Qatari company?
Under the foreign investment framework up to full foreign ownership is permitted in most sectors with Ministry approval, and certain sectors remain restricted. We confirm your activity before you plan around it.
What is the Qatar Financial Centre?
A separate jurisdiction within Qatar with its own regulations, tax regime and courts. It is not a free zone and not mainland Qatar.
Which regime should I choose?
It depends on your clients, activity and tax position. Government and local contracting usually points to mainland; financial and professional services often to the Qatar Financial Centre.
How long does registration take?
Attestation of foreign corporate documents and approvals drive the timeline rather than the registration itself.
Do I need a Qatari partner?
Not generally, following the foreign investment reforms, though some sectors and activities still require local participation. We check yours specifically.
