Agency rules shape the trade
Import, Export & Trading Licence in Kuwait
Importing branded goods into Kuwait often runs through a registered agency, and that changes who controls the trade.

The agency question comes before the customs question
Kuwaiti commercial agency rules mean that for many branded products, distribution runs through a registered agent, and a registered agency can be difficult for a principal to exit. Brand owners who appoint an agent casually, or who import against someone else’s registered agency, create problems that customs paperwork cannot solve. Settle the agency position first; classification and clearance are the straightforward part.
- Agency position examined before any import arrangement
- Customs registration and classification handled properly
- Origin documentation and attestation managed

Routes for bringing goods into Kuwait
Who holds the agency matters more than the tariff.
| Route | What it suits | Key consideration |
|---|---|---|
| Own trading company | Importing your own goods | Activity and premises category |
| Registered agency | Branded goods distribution | Difficult for a principal to exit |
| Unregistered distribution | Non-exclusive arrangements | Fewer protections for either side |
| Licensed subsidiary importing | Groups controlling their own channel | Investment licence route |
| Re-export | Goods passing onward | Customs procedure driven |
| Government supply | Public sector contracts | Tender rules and local arrangements |
Commercial agency rules, tariff rates, import permits and origin requirements are set by the authorities and change, and agency arrangements warrant specific legal advice. We flag the interaction rather than advising on agency law.

Questions
Kuwait import and export — FAQs
Do I need a Kuwaiti agent to import?
Not for your own goods imported by your own company. For branded goods where a registered agency exists, the position is very different and needs examining first.
Can I exit a registered agency?
It can be difficult, which is exactly why the appointment should be made carefully. We flag the issue and recommend specific legal advice on it.
What customs duty applies?
The Gulf common tariff, with classification determining the rate. Goods originating within the Gulf are generally treated differently.
What origin documentation is needed?
Certificates of origin, typically with attestation, where the buyer or the authorities require it. We arrange the documentation.
Do I need permits for my products?
Certain goods require permits from the relevant ministry. We identify which apply to your product list before shipping.
