No VAT, but duty applies
Customs Duty & Indirect Tax in Kuwait
Kuwait has not implemented VAT. Customs duty on imports is the indirect tax that actually affects you.

The honest position, and the sensible preparation
Several Gulf states have introduced VAT; Kuwait has not, and the timetable has moved more than once. Customs duty under the Gulf common tariff does apply on importation, as do various fees. Planning as though VAT will never arrive would be imprudent, so we set invoicing and accounting up in a way that could accommodate it rather than needing a rebuild.
- Current position stated accurately rather than guessed
- Customs duty and classification handled properly
- Systems built so a future VAT would not require rework

What applies
Indirect tax in Kuwait today
Customs, not VAT.
| Tax | Position |
|---|---|
| VAT | Not implemented in Kuwait at present. |
| Excise tax | Discussed regionally; not in force here. |
| Customs duty | Applies under the Gulf common tariff. |
| Customs classification | Determines the rate for your goods. |
| Government fees | Apply across licensing and permits. |
| Future VAT | Under consideration; timing uncertain. |
Indirect tax policy in the Gulf changes, and VAT implementation in Kuwait has been discussed for several years without taking effect. We confirm the position in force when you engage rather than relying on older assumptions.

Questions
Kuwait indirect tax — FAQs
Does Kuwait have VAT?
Not at present. Several other Gulf states have implemented it and Kuwait has not, and the timetable has moved more than once.
Should I prepare for VAT anyway?
Building systems that could accommodate it costs little at setup and considerably more to retrofit. We would set it up that way.
What customs duty applies?
The Gulf common tariff, with classification determining the rate. Goods originating within the Gulf are generally treated differently from third-country goods.
Are exemptions available?
Certain goods and certain licensed projects can attract relief. We assess whether any applies rather than assuming it does.
Is there excise tax?
Excise has been discussed regionally but is not in force in Kuwait. We confirm the current position when you engage.
