Light on capital, careful on scope
Consultancy & Professional Services Setup in Mauritius
Consultancy is straightforward to establish in Mauritius. The trap is advice that crosses into regulated territory.

Where advice becomes regulated
General management, marketing and operational consultancy is unregulated. Advising on investments, arranging deals or managing assets requires a Financial Services Commission licence, and the boundary is narrower than most consultants assume. Getting the scope right at the outset avoids a serious problem later.
- Scope tested against FSC licensing before you start
- Regime matched to where your clients are
- Self-employed permit route assessed alongside
Mainland, free zone and offshore jurisdictions we file in — so the recommendation is based on your activity, not on which authority we happen to be registered with.

Structures for a consultancy
Client location usually decides it.
| Option | What it suits | Notes |
|---|---|---|
| Domestic company | Mauritian clients | Resident, standard corporate tax |
| Global Business Company | Overseas clients, treaty relevance | Substance and licensing required |
| Authorised Company | Overseas clients, no treaty need | Managed outside Mauritius |
| Self-employed permit | Individuals on their own account | Investment and income conditions |
| Branch of an overseas firm | An existing practice extending here | Parent liability, no treaty access |
| FSC licensed firm | Investment advice | Capital and fit and proper assessment |
Whether advice is licensable is assessed on what you actually do, and the boundary moves. Your scope is checked before application. A Global Business Company must be administered by a management company licensed by the Financial Services Commission, and an Authorised Company must have a licensed registered agent. That is a statutory requirement in Mauritius. We co-ordinate your engagement with a licensed Mauritian management company and manage the process end to end; the regulated filings are made by them.

Questions
Mauritius consultancy setup — FAQs
Do I need a licence to consult in Mauritius?
Not for general business consultancy. If you advise on investments, arrange transactions or manage assets, a Financial Services Commission licence is required.
Where is the boundary?
Narrower than most consultants assume, and assessed on what you actually do rather than how you describe it. We test your scope before you start.
Which regime suits a consultancy?
It depends on where your clients are and whether treaty access matters. A domestic company often fits local practice; a Global Business Company suits cross-border work with substance.
Can I get a permit as a sole consultant?
The self-employed Occupation Permit route exists, with investment and income conditions. We assess whether you qualify.
Do I need to register for VAT?
Once turnover crosses the registration threshold, or voluntarily before that. The treatment of exported services needs assessing.
