Tiered, and people-dependent
Business Regulatory Approvals in Singapore
Singapore licences are often tiered by what you actually do, and they assess the individuals who will run the firm.

The tier and the people decide the application
Rather than a single licence per sector, Singapore commonly offers graduated categories — most visibly in payments and fund management — where the tier you apply for determines capital, audit and reporting obligations. Alongside that, regulators expect named officers with relevant experience, often resident here. Applying for the wrong tier, or without the right people identified, is the usual reason an application stalls.
- The right licence tier identified before you apply
- Key officer requirements addressed early
- Capital and reporting obligations set out per tier

Who must say yes
Approvals that commonly apply
Tier matters as much as sector.
| Area | Authority | Notes |
|---|---|---|
| Payment services | Financial regulator | Graduated licence categories by activity and volume |
| Fund management | Financial regulator | Registered and licensed tiers with different obligations |
| Financial advice and dealing | Financial regulator | Activity-specific authorisation |
| Healthcare | Health authority | Facilities and practitioners |
| Education and childcare | Education authorities | Premises and personnel |
| Food and retail premises | Food and municipal agencies | Premises-based licences |
Licence tiers, capital requirements, officer criteria and assessment standards are set by the regulators and change. Yours are confirmed before any application.

Questions
Singapore regulatory approvals — FAQs
Why does the licence tier matter so much?
Because capital, audit and reporting obligations differ substantially between tiers. Applying for more than you need is costly; applying for less than your activity requires gets refused.
Do I need officers resident in Singapore?
For several regimes the regulator expects named officers with relevant experience, often resident here. It should be solved before applying, not during.
How long does a financial licence take?
Months rather than weeks, and the quality of the application materially affects it. Thin submissions generate long query cycles.
Can I operate while the application is pending?
No. Carrying on a regulated activity without authorisation is a serious matter.
What if the tier I want is out of reach?
We will say so, and set out what a lower tier would permit or what would need to change to qualify.
