Licensed, and data-regulated
E-commerce & Online Business Setup in Qatar
Qatar licenses e-commerce activity and has had a personal data protection law since before most of the region.

Data protection applies here, early
Qatar enacted personal data privacy legislation ahead of most of the GCC, and an online business processing customer data is within it. Combined with e-commerce activity licensing and payment provider rules, an online business here has more compliance than the technology suggests.
- E-commerce activity licensed correctly
- Data protection obligations addressed, not ignored
- Payment processing route confirmed before you build

Questions
Qatar e-commerce setup — FAQs
Do I need a licence to sell online in Qatar?
E-commerce is licensed as an activity within your registration. Selling online without the right activity registered is a compliance problem.
Does data protection law apply to me?
If you process personal data about individuals, generally yes. Qatar legislated on this earlier than most of the region and it is often overlooked.
Can I process payments myself?
Not without authorisation. Payment processing runs through providers licensed by the central bank.
Which regime suits an online business?
It depends on whether you hold stock, who your customers are and your tax position. All three regimes are possible and we compare them.
Is there VAT on online sales?
Qatar has not implemented VAT. Customs duty applies to imported goods, and we build systems that could accommodate a future VAT.
