Tourism is a national priority
Restaurant, Hotel & Tourism Setup in Oman
Tourism is central to Oman’s diversification plan, which shapes both the opportunity and the staffing obligations.

Investment is welcomed; staffing is conditioned
Oman actively courts tourism investment, including through integrated tourism developments where foreign freehold and residency are available. The counterweight is that hospitality is a sector where national employment requirements are applied attentively, and service roles are where that pressure concentrates. A viable plan prices the staffing position, not just the fit-out.
- Licensing and development route mapped together
- National employment position priced into the model
- Municipal and safety approvals sequenced with the fit-out

Questions
Oman hospitality setup — FAQs
Can a foreign investor own hospitality property in Oman?
Within designated integrated tourism developments, foreign freehold is available and can carry residence benefits. Outside those the position is different, so the site determines the answer.
What does tourism classification affect?
It sets the standard your venue must meet and the licence you hold. Classifying the concept correctly at the outset avoids redesigning to meet a standard you did not plan for.
How does the national employment requirement affect hospitality?
Service roles are where it concentrates. It should be modelled into your headcount plan and payroll budget from the start rather than treated as a later problem.
Is civil defence clearance needed?
Yes for premises of this kind, and the fit-out must satisfy it. Designing to it is far cheaper than remediating after an inspection.
How long before opening?
Licensing and classification overlap with fit-out, and the critical path is usually civil defence and the labour clearance. We give a realistic date.
