Restaurant, Hotel & Tourism Setup in Qatar

Tourism licensing and premises

Restaurant, Hotel & Tourism Setup in Qatar

Hospitality in Qatar is licensed by the tourism regulator alongside municipal and health approvals.

GCC business setup specialists

Alcohol is the question people get wrong

Alcohol service in Qatar is tightly restricted and generally confined to licensed premises within specific categories of hotel and venue. A restaurant concept built around a bar may simply not be licensable. That has to be established before a lease is signed, not after fit-out.

  • Permissibility and alcohol position established first
  • Tourism, municipal and health approvals mapped together
  • Civil defence requirements built into the fit-out plan

How it works

From concept to opening

Licensability before lease, always.

01

Test the concept

Whether the concept is licensable as designed, including the alcohol position, and whether the site suits it.

02

Licence and approve

Entity established, tourism and trade licences pursued and health and civil defence approvals co-ordinated with the fit-out.

03

Open and operate

Inspections passed, staff visas processed, payroll established and accounting running.

Questions

Qatar hospitality setup — FAQs

Can my restaurant serve alcohol?

Only within the restricted regime, generally confined to specific licensed categories of hotel and venue. This must be established before you commit to a concept or a lease.

Who licenses hospitality businesses?

Qatar Tourism for the tourism licence, alongside the municipal trade and food licences and health clearance.

Is civil defence approval needed?

Yes for premises of this kind, and the fit-out has to satisfy it. Design it in rather than remediating afterwards.

How long before I can open?

Longer than most expect once licensing, approvals, inspections and fit-out are sequenced. We give a realistic view.

Should I sign the lease first?

No. Confirm the site can be licensed for your concept before committing. It is the most expensive mistake in this sector.
